We stand at a moment of grave peril for workers and oppressed peoples everywhere, in which the imperialist war drive is pushing us towards a third world war and a nuclear conflagration.

Even as Nato’s aggression in Ukraine is failing both militarily and economically, the USA’s desperation to save its hegemonic position in the world means it cannot back down, but is instead looking for ways to expand and prolong the war. In the face of all experience, it seems that the imperialists still hope they can find a way to wear down all resistance to their rule and come out on top.

As a result, we face the prospect of the Ukraine war spilling over into neighbouring countries in Europe and central Asia – and also of the outbreak of hostilities in several other theatres further east. Recent US provocations in Taiwan, alongside its ceaseless ratcheting up of tensions with the DPRK and China on every front, make this all too clear.

At this moment of historic importance, we, the undersigned parties, agree that the following essential points should be made clear to the masses of the world, and should guide our antiwar and anti-imperialist work:

1. That the conflicts that have already or are threatening to break out are not isolated and local affairs, but are integral parts of the USA’s drive to retain its global hegemony.
2. That the present war in Ukraine is not the result of ‘Russian aggression’ but of this western imperialist drive to war – in particular, the war drive of the USA.
3. That the war really began when the USA and its allies financed, armed and organised a fascist coup in Kiev in 2014, and that the Russian side, in its alliance with the peoples of the Donbass, is engaged in a war of self-defence and national liberation against imperialist attack.
4. That the war drives against China and the DPRK are also a result of imperialist aggression, and that, no matter who fires the first shot, if the threatened conflicts break out in Korea or Taiwan, those wars will likewise be wars of anti-imperialist self-defence and national liberation waged by the Korean and/or Chinese people.
5. That Russia and China’s ability to defend themselves and others does not indicate expansionist ambitions or imperialist economics; it is based in decades of planning for self-defence, initiated by the socialist governments of the USSR and the PRC.
6. That there is no economic data to justify characterising China or Russia as imperialist. These are countries that do not live by superexploiting or looting the world. They do not put other countries into military, technological or debt slavery. On the contrary, the beneficial terms of trade and the technological and military assistance they offer are giving smaller developing countries the chance to break out of imperialist enslavement.
7. That Russia and China are the targets of imperialist aggression because both by retaining their own independence, and by assisting other nations to gain theirs, they represent a serious threat to the imperialists’ world hegemony.
8. That the growing alliance between Russia and China offers hope to the people of the world: hope of an alternative to US domination and imperialist superexploitation. A strong anti-imperialist camp is our peoples’ best defence against the aggressive plans of the bloodthirsty Nato alliance – our best defence against the looming threat of nuclear war.
9. That antiwar activists must mobilise the masses in their countries for a campaign of active non-cooperation with the imperialist war effort aimed at sabotaging Nato’s war machinery in every way possible. We must refuse to fight in or assist Nato’s armies (direct or proxy). We must refuse to transport Nato’s men and materiel. We must refuse to allow Nato’s bases to operate unimpeded on our territories. We must refuse to manufacture or supply Nato’s armaments and other vital equipment. We must refuse to broadcast, print or distribute imperialist propaganda lies; and refuse to cooperate with imperialist trade and sanctions wars.
10. That the accelerating war drive, economic crisis, hunger crisis, environmental crisis and more all make it abundantly clear that the need to remove the imperialist economic system is more urgent than ever.
11. That the slogans of true anti-imperialists in this time must be: Defeat for the Nato-led imperialist alliance! Victory to the resistance! No cooperation with imperialist war!

Declaración de Paris: La marea creciente global de la guerra y las tareas antimperialistas

Estamos en un momento de grave peligro para los trabajadores y las personas oprimidas, en el cual la campaña de Guerra imperialista está empujándonos hacia una tercera guerra mundial y la conflagración nuclear.

Incluso la agresión de la OTAN en Ucrania se está cayendo tanto en militar como económicamente, la desesperación de Estados Unidos de Norte América de salvar su posición hegemónica en el mundo no puede dar marcha atrás. A los ojos de todos, parece que el imperialismo aún espera encontrar el camino de derrotar la resistencia hacia su papel y volver a su posición en la cima.
Como resultado, nos encontramos que la Guerra de Ucrania está extendiéndose a los países vecinos en Europa y Asia central – y también a estallidos hostiles en otros escenarios más al este. La reciente provocación de EEUU en Taiwán junto al incesante aumento de las tensiones con la República Democrática Popular de Corea y la República Popular China en diferentes frentes, deja esto muy claro.

En este momento de importancia histórica, nosotros, los partidos firmantes, acordamos los siguientes puntos esenciales para esclarecer a las masas del mundo y que guía nuestro trabajo contra la guerra y antiimperialista:

1. Que los conflictos que han estallado o están a punto de estallar no son aislados ni asuntos locales, son parte integral de la intención de retener la hegemonía de EEUU.
2. Que la actual Guerra en Ucrania no es resultado de la “agresión de Rusia”, más bien del impulso a la guerra por parte del imperialismo occidental – en particular una guerra impulsada por EEUU.
3. Que la guerra se inició cuando EEUU y sus aliados financiaron, armaron y organizaron el golpe fascista en Kiev en el 2014, arrastrando a Rusia, y el pueblo aliado del Donbass una guerra de autodefensa y liberación nacional contra este ataque imperialista.
4. Que la guerra dirigida contra la República Democrática Popular de Corea y la República Popular China también es resultado de la agresión imperialista, y no importa quién dispare el primer tiro, sí el conflicto estalla en Corea o Taiwán, serán igualmente guerras de autodefensa y liberación nacional de los pueblos coreanos y chinos.
5. Que la habilidad de Rusia y China de defenderse y defender a otros, no indica una ambición expansionista o de economía imperialista; son décadas de planificación de autodefensa, iniciada con los gobiernos socialistas en la URSS y la República Popular China.
6. Que no existe información económica que justifique caracterizar a Rusia y China como imperialista. Son países que no viven de la superexplotación o saqueo del mundo. Ellos no ponen a otros países del mundo en la esclavitud de tecnología militar o financiera. Al contrario, los términos de beneficio del comercio y de la asistencia técnica y militar que ofrecen, permiten que países pequeños en desarrollo tengan una salida de la esclavitud imperialista.
7. Que Rusia y China son objetivos de la agresión imperialista debido a que ambos conservan su independencia, y asisten a otros países a ganar su independencia, ellos representan una seria amenaza a la hegemonía mundial imperialista.
8. Que la alianza creciente entre Rusia y China ofrece esperanza a los pueblos del mundo; esperanza de una alternativa a la dominación de EEUU y de la superexplotación. Un campo antiimperialista fuerte es la defensa de los pueblos contra los planes agresivos de la alianza OTAN ávida de sangre – nuestra mejor defensa contra la amenaza inminente de una guerra nuclear.
9. Que los activistas contra la guerra deben movilizar las masas en sus países en una campaña activa de no cooperación con la Guerra imperialista, esfuerzo dirigido en sabotear la maquinaria de guerra de la OTAN de todas las maneras posibles. Debemos negarnos a pelear en los ejércitos asistidos por la OTAN (directos o sustituto). Nosotros, debemos rehusarnos a transportar material u hombres de la OTAN. Debemos negarnos a que las bases de la OTAN operen impunemente en nuestros territorios. Debemos rehusarnos a fabricar o suministrar armamento u otros equipos vitales a la OTAN. Debemos negarnos a imprimir, transmitir o distribuir la propaganda de mentiras del imperialismo y negarnos a cooperar con el comercio imperialista y las sanciones de guerra.
10. Que la aceleración de la guerra, crisis económica, crisis de alimentos, crisis ambiental y otras dejan abundantemente clara la necesidad de remover el sistema económico imperialista es más urgente que nunca.
11. Que los eslóganes de los verdaderos antiimperialistas de estos tiempos deben ser: ¡Derrotar la alianza imperialista de la OTAN! ¡Victoria a la resistencia! ¡No cooperación con la Guerra imperialista!
